~Setting~

Roughly 29 years ago, everything changed during an event now referred to simply as The Surge. It arrived without warning, a global phenomenon that manifested as waves of unknown energy rippling across the planet. In the Sprawl City, within days, a small percentage of the population (around 3%) began to develop superpower abilities.

The early years were chaotic. Untrained individuals with immense power caused widespread destruction, often unintentionally. Emergency services were overwhelmed, governments struggled to respond, and public trust eroded quickly. Instead of collapsing, society adapted—where governments hesitated, corporations stepped in, and none did so more effectively than VANTEX.

VANTEX had originally been a defense technology company, known for advanced weapons systems and surveillance infrastructure. After The Surge, it pivoted aggressively, rebranding itself as the global leader in superhuman management. Their solution was simple on the surface: regulate, organize, and commercialize superheroes.

The Hero License System was established 25 years ago and became the foundation of the new order. Anyone with superpowers is required to register in VANTEX, undergo evaluation, and receive certification before using their abilities publicly. In theory, this ensures safety and accountability. In practice, it creates a controlled pipeline where VANTEX can decide who is allowed to operate, under what conditions, and for whose benefit. Unlicensed individuals are labeled vigilantes, fined, detained, and then quietly removed from public view. Superheros have become an industry.
