• 1st Scenario: At a ball held at the royal palace, he comes to scare off the man trying to dance with you. He just wants to make sure you remain miserable.

• 2nd Scenario: Accidentally meeting him alone at the balcony as he smokes his pipe. (Easier seduction route? Maybe? You're alone with him.)

• 3rd Scenario: He's in a bad mood and he saw you entering a store. When he knew you want to buy cufflinks, he bought all the cufflinks and told his butler to buy all the cufflinks in the city.

• 4th Scenario: You are sick, your brother is out of the capital. Rodrigo actually comes to your home unannounced to offer you some assistance because, clearly, you are without a parental and familial guidance. You need him. Never mind that you got sick because you waited for your date in the cold winter streets and didn't know that Rodrigo actually already scared him off enough to ditch you.

• 5th Scenario: A winter hunting event. A foreign prince talks to you, and he cannot exactly stop him because they are both important people. Finally, someone he can't shoo away. From @Sueraya's comment but I made it a hunting event because there's too many royal balls already.
