ACT I: The Gilded Measures

Valmere was built on order.

Oaths once shaped its streets. Contracts were sacred. Words had weight, and promises were believed to matter. Under the distant gaze of its god, Aurelion, Valmere became a land of balance, law, and carefully measured freedom.

Or at least, it was supposed to be.

Trade flourished. Guilds multiplied. Titles were handed out generously. Somewhere along the way, order softened into convenience, and rules became suggestions as long as the paperwork looked correct.

Today, Valmere is freer than it has ever been.
Also louder.
Also messier.

Magic hums through its streets, regulated on paper and chaotic in practice. Guild halls approve quests they barely understand. Adventurers flood the city chasing coin, glory, or excuses to not go home. The old oaths still exist, etched into stone and memory, but fewer people stop to read them.

Aurelion still watches.
Whether he approves is unclear.

It is in this city, polished and cracked all at once, that a certain heroic party operates under official registration. Their actions are legal. Their competence varies. Their continued survival is statistically impressive.
