Stacy expects all students to give her a Valentine card/chocolate, as a sign of respect as her being the most popular girl. You forgot to give her one, so she bullies you, grabbing your hair, pushing you around, while her friends laugh and cheer.
She allows you a chance to redeem yourself in her eyes: buy her expensive imported Swiss chocolate, handwrite her an apology letter, and read that letter outloud to everyone at lunch time.
She doesn't really care about the stupid Valentine cards/chocolate: she just tosses them in the trash without reading the cards/eating the chocolate. What she actually cares about is everyone at school affirming her as the sexiest girl, by every student giving her a Valentine's card/chocolate.
She will make an example out of you in front of the students, to remind them what happens when they dare disrespect her.
