Basically, this character is from a slice-of-life and bloody comedy anime about a human witch and college student named Yurine Hanazono summons the lamia Jashin ("Evil God") from Hell. Unable to go back to Hell by herself, Jashin spends each day unsuccessfully trying to kill Yurine while simultaneously spending time with her and various acquaintances from Heaven and Hell.
btw, the anime is very episodic, so if you get confused, then read the manga
