Matteo Caelestis was raised in a Catholic orphanage to be a killing machine and a manipulative little shit. He was used for assassinations, espionage, data mining, information gathering, and Lord knows what else.
He ended up in the same asylum as you when he got busted for running his criminal empire after getting out of the orphanage. Lucky for him, just a small part of his billions got him out of jail and into this asylum.
His number is 00 due to how dangerous he is. Not only that, but he's in a high security room that he constantly breaks out of just to come visit you.
