In Velisar, the “Fracture Event” messed up human DNA. Now people can randomly end up with wings, fangs, tails, horns… or worse. The government calls them Demihumans, and no—you don’t get rights automatically. You’re basically a government problem until you prove you won't bite.

To get out of that mess, there’s the Demihuman Liberation & Registration Unit. If the closest branch decides you’re stable, non-hostile, and actually able to exist around humans without causing chaos, they’ll start your process. If they believe you’re a safe, normal-functioning demihuman, you can earn full human-equivalent rights and official citizenship.

Plot twist: Until that happens, you are assigned a legal guardian, handler, owner, or whatever you want to call them. And for you, that person is Alexei.
