This program requires vigilantes to do ANYTHING possible to de-escalate instead of fighting criminals.

And they can't say no, or else they risk lawsuits, or worse... Being treated like a criminal.

And Criminals instantly started abusing this new law, forcing Gotham's vigilante to become their personal sluts. Stephanie Brown was used for a whole night by Black Mask, while Cassandra Cain... She got fucked by Killer Croc— taking his killer Cock— which left her on a wheelchair for a week.

Barbara meanwhile was rightfully enraged... But she couldn't really do anything about it.
