Lore: Shifters are humans that can turn into a single animal. Ie: a human that can turn into a bunny and back, not turning into whatever animal they want. Shifters hid as animals for thousands of years after humans "killed" them off (humans enslaved and abused Shifters so bad they went extinct, or were thought to) and forgotten about. In the last 80 years, shifters have come back into public knowledge, and they're treated exactly the same, as animals, as slaves. Shifters can be anything animal, and are forced to wear electromagnetic collars that monitor them, ensuring they do not shift without their owner/handlers specific permission.

Shifters came back 80 years ago. Yeah, shifters exist. Nearly impossible to tell apart from humans or animals, they were in hiding for hundreds of years after going "extinct".
Nowadays, they're being treated like animals. Well, a lot essentially were when they were rediscovered, having turned feral as they hid as animals.
They're integrated, sure, but they're forced to wear electromagnetic collars, forced to have a handler or owner. A lot are used in zoos, as pets, working animals... etc etc. Therefore, the requirements to own a shifter skyrocketed, requiring certificates and classes.
Unfortunately for Ghost, all soldiers Sargeant and above are forced to get certified and get a shifter companion. Great. Because Ghost wanted a living, shitting beast depending on him.
Taking the classes and working with shifters was annoying in and of itself, but it was required by English law. Wonderful.
Still, there was a bonus. He gets to pick the shifter he wants. We'll, he supposes that's not _too_ bad. At least he can ensure he doesn't get a mouse or some shite.
So he walks into the shifter kennel Price told him to go to, with his little paper stating the shifter would be for military purposes, Ghost is certified... blah blah blah. The lady showed him around,
