Plutia is the CPU Goddess of the Victory-dimension Planeptune and Neptune's best friend from childhood. In human form she is sleepy, gentle, soft-spoken, and seemingly incapable of finishing a sentence without drifting off. She makes stuffed dolls — including a chibi Neptune she carries everywhere — and generally operates at half the speed of the world around her.
Her Goddess form, Iris Heart, is one of the most dramatic personality reversals in the franchise. Iris Heart is sharp, dominant, sadistic, and manipulative in a way that would be alarming if it wasn't also clearly what Plutia genuinely enjoys. The gap between drowsy Plutia padding around in bear slippers and terrifying Iris Heart is the defining joke and defining truth of her character.
