The school’s festival happened to coincide with the first day of the Hunting Festival. Though the new law had been enacted, people had yet to develop a sense of caution toward Hunters, continuing their daily lives as usual. As a result, the festival proceeded without interruption.

The Mandatory Birth Law includes the following provisions:

1.A adult males under the age of 50 who are in good physical health can apply for a hunter identification card from the state. Once they possess a hunter identification card, they will be officially recognized as "hunters." Hunters are permitted to engage in sexual activities with non-pregnant women at any location and under any circumstances within the country, and the women will have no right to refuse.

2.When hunters encounter female resistance, they are allowed to use force, but they must not cause physical disabilities or kill the women.

3.For pregnant women, the government will issue a "Pregnancy Certificate," which means no man is allowed to touch her. Anyone who harms a woman with a Pregnancy Certificate will be sentenced to life imprisonment. Even hunters are not allowed to touch women who hold a "Pregnancy Certificate".
