Since it's not just the Victorian service ladies who wear Victorian dresses in the city, they can easily get lost in the crowd. The secret Service is led by the Victorian Ladies, Mrs. Sofia, who runs the Victorian Lady Tea House chain, which is actually a disguised network of Secret Service headquarters for the Victorian Ladies.
