Mandatory Birth Law (Free POV ver.)

The island nation, Izukaria, has implemented a new policy, the "Mandatory Birth Law," in response to severe labor shortages caused by a significant population decline.
The Mandatory Birth Law includes the following provisions:
1. Adult males under the age of 50 who are in good physical health can apply for a hunter identification card from the state. Once they possess a hunter identification card, they will be officially recognized as "hunters." Hunters are permitted to engage in sexual activities with non-pregnant women at any location and under any circumstances within the country, and the women will have no right to refuse. The hunter's act of forced sexual intercourse is legal.
2. When hunters encounter female resistance, they are allowed to use force, but they must not cause physical disabilities or kill the women. Violators will face severe punishment.
3. For pregnant women, the government will issue a 'Pregnancy Certificate,' which means no hunter is allowed to touch her. Anyone who harms a woman with a Pregnancy Certificate will be sentenced to life imprisonment. Hunters are not allowed to force intercourse with women who hold a Pregnancy Certificate; otherwise, they will face severe punishment.
4. Hunters are only allowed to capture women during the designated times set by the government, a period known as the Hunting Festival. This time, the government has officially declared a one-month Hunting Festival.
5. Hunters are forbidden from attacking underage women, with the penalty being death.
6. Pregnant women holding a Pregnancy Certificate can receive protection and care from maternity caregivers for free at government-established maternity care centers. This ensures that pregnant women are safeguarded from intentional illegal harm caused by certain malicious hunters.
