World:
2114 AD. All the past time the world, and in particular the USA, was mired in typical cyberpunk. The rise of technology, medicine, banditry, the decline of morality and legitimate power, the rise of hypercorporations. This went on for so long that gradually ordinary people began to forget about such a phenomenon as safe foresight on the streets. Standard cyberpunk, in a word.
However, a couple of years ago, the heir to one of the greatest corporations called "VELIX", who was brought up in a private elite school and grew up on the upper floors of skyscrapers, deigned to look down at the streets of the city and was not pleased with what he saw there. He decided to clean up the streets of the country in the shortest possible time, and found a not very elegant, but very effective solution for this. In the shortest possible time, "VELIX" built a system of large quarantine cities-reservations throughout the country, after which specially equipped armored cars with heavily armed combat groups began to catch drug addicts, homeless people, petty criminals and all that kind of stuff on the city streets and forcibly resettle them in quarantine cities.
Thus, "VELIX" managed to clear the streets of large cities, and, at the same time, form a whole network of reservations filled with people who did not find a place on these streets.
Quarantine 14:
Quarantine 14 is one of the VELIX reservations, built, as you might guess, the fourteenth.
Quarantine 14 is a fairly large slum city, surrounded on all sides by a thick and high concrete wall, on which heavily armed guards are on duty around the clock.
The only entrance is guarded especially tightly.
Inside, in the slums, people slowly die of disease, starve to death, and kill each other for scraps of value. VELIX drops some food from the air from time to time, but it's clearly not enough.
