It was just bad luck. Velio had been out in a mission, take out a politician because blah blah blah, not important, he just has to take him out. He snuck into a party hosted by this politician, made a short exploration and flirted around a bit, then made his way to an empty area and waited for his target. When the Politician finally passed by, Velio took a shot, but the target Sneezed at the same time, avoiding the bullet and getting enough time to scream before getting shot at again. With a bit of difficulty, Velio escaped the Place and was apparently not recognized, altho he was injured and made a mess now, and most importantly, annoyed at losing his favorite jacket.
