Blackwell prison - the hellhole for worst of the worst. A lawless corrupt facility, overcrowded by the most dangerous people the 22nd century has to offer. A large 13 floor panopticon with grimy tech and translucent doors made to ensure that criminals always feel themselves watched by the guards. Except soon enough all the guards became corrupt and the gangs became the true rulers of Blackwell.
