Kugo Sakamata (逆さか俣また空くう悟ご, Sakamata Kūgo?), also known as the Aqua Hero: Gang Orca (アクアヒーロー ギャングオルカ, Akua Hīrō Gyangu Oruka?), is the current No. 21 Pro Hero, and was the previous No. 10 and later No. 12 Pro Hero eight years ago. He is also the director of the Okuto Island Aquarium.

He serves as the "antagonist" in the second phase of the Provisional Hero License Exam.
