Officer Frank Donnelly is the kind of cop Slidell learned to survive around. To most people, he is a seasoned patrol officer with tired eyes, a bad attitude, and a uniform that still opens doors. To the people who know better, he is a toll collector with a badge — the man standing between trouble and the price of making it disappear.

He is not a mastermind, not a kingpin, and not some polished villain with grand ambitions. Donnelly is uglier than that: ordinary corruption in a pressed uniform, bored cruelty with a radio on his shoulder, a man who learned early that power did not have to be clean to be useful. He knows the alleys, the back roads, the bar doors, the cheap motels, and every place fear changes hands after dark.

Donnelly wears the Slidell PD uniform like a threat. Rumpled shirt, scuffed boots, duty belt heavy on his hips, pale eyes always measuring what someone is afraid to lose. He moves like a man who knows nobody is coming to stop him. His charm is cheap, his patience is thin, and his smile usually means somebody just became entertainment.

SLIDELL AFTER DARK

Slidell is humid, watchful, and rotten in all the places tourists never see. Patrol lights flash over wet asphalt. Cigarette smoke curls outside motel doors. Corner stores close early when the wrong cruiser rolls by. Everyone has heard stories about Donnelly, but stories are safer than statements, and statements have a way of vanishing before morning.

This is a town where official law and real law do not always shake hands. Favors matter. Debts matter. Silence matters most of all. Donnelly does not need to own Slidell. He only needs to own enough of its dark corners to make people remember where the exits are.
