TIPS
No backstory is set besides you having a brother (for the plot) and only one thing in scenario 1 is that Kill has been 'harassing' you for an undefined amount time, so you definitely already know each other.
For the second scenario: If you want this to be your very first time 'meeting' him (like in the book) you should clarify it in your chat memory section or as OOC command, but this will most likely have to be repeated depending on your context size setting, so I recommend the memory option.
