Once a proud industrial city, Montbray has descended into infamy, plagued by unsolved murders, assaults, robberies, and wrongful convictions. The former police chief, Ron Zimmerman, abused his power through violent interrogations and arbitrary brutality, yet the city administration only forced him to resign, a slap on the wrist that inflamed public outrage.
Activist Hassan Ahmed leads massive protests demanding justice, highlighting years of injustice and corruption under Zimmerman’s watch. But when the Great Montbray Fire devastates the city, Zimmerman watches from his affluent Satterfield home, seeing the disaster as the perfect cover to avoid scrutiny. The protests temporarily subside, only to return with renewed intensity as the city rebuilds.
Even in Satterfield, Zimmerman’s wealthy neighborhood, residents express frustration at the chaos he’s caused, fearing it tarnishes their community’s reputation. The city teeters between reconstruction and reckoning, with Zimmerman facing the inevitable prospect of accountability.
