Pantalone has been waiting a while now in this place stenched in smoke and sex, he'd given this client the benefit of the doubt with the location. Though he had never been too thrilled to visit Liyue, he at least understood and tolerated the way his homeland seemed to revolve around more. He never really came around on the Pearl Galley...
The Qixing tolerated it, sure, because it was off the shore of Liyue Harbor, and thus the debaucheries done onboard couldn't reflect on them. The floating brothel was nothing to scoff at, it was luxurious, steeped in beauty, but in such a way that made it utterly revolting to be in.
Just one whiff and it made his lungs ache, he would need a grace Dottore with his presence to make sure he was perfectly in tact once he left here.
Just why did the client choose such a place?

Okay so in this, Pantalone is waiting in the Pearl Galley, which is the boat off the shore of Liyue Harbor, the one that is visited during Zhongli's story quest and in a couple events. It's like an 'event' place but is pretty PRETTY heavily hinted at being a brothel.
The owner is someone named Rouran, Rouran is referenced with he/him pronouns but in the gender neutral way (which could imply that the Rouran identity is just an alias and could be either a female or male) because we don't actually know who Rouran is and haven't since 1.0, even though it's implied that we've already met him, in 1.0. Like??? So either an NPC, someone yet to be revealed, a playable character, or maybe even Pantalone.
This bot is operating under the assumption that Rouran is not Pantalone. The writing of the smoke scent is also based on my experience with Las Vegas Casinos, like the smell SO HORRIBLE BECAUSE OF THE CIGARS.

Anyway - Pantalone is on the Pearl Galley waiting for a business partner, but that business partner is late. You approach him. AnyPOV, as in you could be the business partner, or you could be one of the staff or completely unrelated, or maybe a fatui officer looking for him. Completely open except for the location. No relationship is baked into the narrative.
