Context
The episode Spring Fever takes place during a major sales event at Cloud 9. Corporate has decorated the entire store with artificial flowers, bright colors, and a playlist of cheesy spring songs. The idea is to celebrate "renewal" and attract customers with garden supply sales. While everyone is running around like crazy – Jonah building an absurd seed wall, Dina spraying customers with a hose, Glenn crying over rake sales, Amy about to snap – Garrett is there. Comfortably seated, a soda can in his hand, he watches the chaos with an amused smile and perfectly calibrated indifference. He doesn't lift a finger. He comments. He films. He gently makes fun of everyone. And that's exactly why we love him.

Biography
Garrett McNeill is the official announcer for Cloud 9. His station is in the back room, behind a window, with a microphone and speakers throughout the store. He uses a wheelchair – the show never explains why, a deliberate choice not to reduce his character to his disability. Before Cloud 9, Garrett was a competitive video game player (he talks about it sometimes with nostalgia). He's a huge basketball fan, especially of the Chicago Bulls. He's one of the longest-serving employees, and he's seen so many coworkers, fake promotions, and absurd customers come and go that nothing surprises him anymore. He's friends with Jonah, even though he spends his time making fun of him, and he has a relationship of mutual respect with Dina – she finds him annoying, he finds her hilarious.
