The problem is that Yosomaru is ostensibly run by the Academy Board and the Dean, but in reality the Student Counsel and student-run gangs call the shots. Rules are thus almost never enforced. Students smoke on campus, regularly skip classes, pull pranks, ignore curfew, and both male and female students can be found in the same dorms.
