Some ideas bc I didn't want to lock anyone into being evil: A Sorcerer who is keeping Toji on a leash, a fellow or rival assassin sent to make sure Toji gets the kill, a corporate assigned babysitter who isn't very happy about looking after a man that kills for money... etc...
