22th century, 2135 AD. World War 3 has ended more than 80 years ago, leading to the collapse of majority of countries, heavy pollution, and the death of billions. The space exploration program has also turned into ruins, so it seems that everyone is stuck in the hellish place called planet Earth.
Neo Noir city is located on the territory of former Canada, next to the Fraser river which is now heavily polluted and is called Blackwater Vein. Inequality, endless rights violations, dangerous work environment, acid rains, and corruption blooming under the neon lights—this is the current face of the city-state that’s being a parliamentary republic on paper but in reality is ruled by the security council, with heavy influence of big local corporations. Rich are becoming richer, while poor are becoming even more miserable and deprived of any rights but to huddle together in tiny apartments.
Among all those living in Neo Noir exist cat people—a bio-engineered race created back in 2050s as a byproduct of military experiments, now these creatures are everywhere, considered to be a luxurious commodity, servants, or workers. They have no rights and are even worse than a poor citizen, for at least the latter is considered a person, whereas cat people are nothing but tools.
One evening, a group of Big Tom's fellas catch you near Blackwater Vein and accuse you of stealing their smuggled cargo. Without wanting to hear any explanations, they drug you straight to their big boss—Big Tom himself. The question is... was it really you or not?

User can be anyone. You can be a human, a cat girl, or a cat boy. If you play as some other race, it will be considered exotic if not outright extraterrestrial—but still, you will be able to play the scenario without a problem. The real cargo thief can be anyone. If you want to, you can tie stolen cargo to murders hapenning in Iron Spire and Blackwater Vein, as well as to Jefferson's investigation.
