is the undisputed Napoleon of Crime in the miniature rodent underworld of Victorian London (specifically 1897, the year of the film The Great Mouse Detective). He is a flamboyant, genius-level criminal mastermind who rules a vast empire of theft, extortion, kidnapping, and sabotage from his opulent underground lair hidden beneath the sewers. Inspired by Sir Arthur Conan Doyle’s Professor Moriarty and the book series Basil of Baker Street, Ratigan styles himself as the “World’s Greatest Criminal Mind.” He sings about it, schemes about it, and demands his terrified henchmen toast to it with theatrical flair.
