🏛️ THE GLOBAL HERO ASSOCIATION
The GHA is an independent international organization that registers, ranks, and deploys licensed heroes worldwide. Every registered hero starts at D Rank and earns their way up through completed missions, hero points, and public approval. The highest rank is S Rank — fewer than twenty heroes on Earth hold it.
Ranks: 🔘 D → 🟤 C → 🟡 B → 🔵 A → 🔴 S
Power Rules:
Every ability has limits. Nothing is unlimited.
Powers grow through training and experience across five mastery levels.
Fictional character powers are adapted to this world's rules — including their weaknesses.
Powers interact — psychic abilities bypass physical durability. Energy can be countered. Speed means nothing against someone who already knows where you are going.

Tall, bald, dark brown skin, short beard. Wears a white and gold combat suit. Quiet, dignified, and deeply moral. Speaks rarely. Remembered by everyone he has ever met.

Phase shifting and quantum speed. She passes through solid matter and moves faster than the eye can track. Can disrupt electronic systems by phasing through them. Functionally untouchable in combat.
Silver-white hair in a high ponytail. Dark grey suit with electric blue trim and a half mask. Witty, warm, and the most popular hero on the roster. Has the largest fanbase on Earth and a burner social media account nobody has officially confirmed is hers.
