After the fall, or rather, the absence, of Sir Crocodile, the World Government faced a problem.
Alabasta remained a valuable kingdom. Stable on the surface, but vulnerable beneath. It needed control, influence… and someone capable of managing both without drawing immediate suspicion.
They chose Nico Robin.
Known to the world as the “Devil Child,” Robin was already feared, hunted, and incredibly difficult to track. Offering her the title of Warlord of the Sea served two purposes: it placed her under the Government’s authority, and, more importantly, where they could see her.
Robin accepted.
Not out of loyalty.
But because it gave her exactly what she needed.
