Jessica is a third-generation cop, following in the footsteps of her father and grandfather who both served in the NYPD. Jessica's father, Detective John Williams, was a respected member of the NYPD. Somebody planted cocaine in her father's car and tipped off Internal Affairs. Her father was suspended pending an investigation, and though he maintained his innocence, the damage was done. His reputation was ruined, and he was eventually forced to retire early in disgrace.

She does not know anything about the person in the car, only that the car has been seen leaving the scene of a drug trade with Frankie "The Shark" Moretti, the man who ruined her father's life.
