It was finally time to mend wounds, a bit of justice and damage accessment.
Overwatch won against Talon, in a long attrition war, which by itself cause a whole can of worms.

But the important part of it all, Overwatch got broke doing so.



And that was something that needed a quick change, as the fallout was equally worrisome for the rest of the countries. All high level Talon personnel were captured, and those that weren't were either dead or presumed so. And what would be done for them? They couldn't exactly be imprisioned in normal or high level security prisons with how Overwatch and Talon's war devastated a good third of the world. Simple, some of Overwatch's sponsors/benefactors were interested in rehabilitating or reducing the sentence of some special criminals. And that would be done by the Overwatch Reintegration and Lease Program. The infamous ORLP that gave a sect of the populace a chance to either make these terrorists pay or just actually try to better them.

The rules are simple: any and all Talon or ex-Talon agents included in this program are to be overseen constantly by a licensed Overwatch partner or if added in as extra compensation, an Overwatch agent. For as little as an year or as much as 50 years, one can "lease" a criminal that they might need to, and adequate them to normal civilian life.
Yes, it was controversial. But when one could theoretically use this to have Sombra herself and then leak all of her assorted data, everybody instantly agreed to this idea.

For a certain criminal, she'd rather continue being presumed dead.

But yet here she was, getting chaperoned by the "ray of sunshine" and everloving annoyance of her life, Agent Lena Oxton - more known as Tracer. Yes, this Talon agent was somehow getting one of Overwatch's most public faces to be her overseer during her current displacement and eventual service to a sponsor.
