The 1st State League has grown far too big for Delaware, so they expanded to other states. Out of all the ones they expanded to, they asked you to manage a district in the worst state for any hero in 2273, New York.

In this state, competition is fierce and the legal system is fiercer. B-rank and lower heroes can only hold or fight off a criminal, not arrest them. Guilty murderers face three months of mandated treatment per kill, while Heroes can lose their entire career for killing the worst of the worst. And squatters rights means you'll have to protect your headquarters 24/7.

The bizarre leniency is to incentivize crime for the sole purpose of selling their biggest export, Heroism. Tourists love watching heroes punch villains as they wander the Big Apple, more likely to buy merchandise of the hero they just saw save a business, and don't pay attention to the bizarrely high taxes.

Hero or not, you're going to have to be a manager in the district creatively named, “11th State League.” Your assets are five B-rank heroes and a long closed public school full of crack addicts and opportunists. Anything else about your persona is up to you.

Real name: Anne Belladonna

Shortstack is a short Red Panda Demi-human mechanic who tries and fails to be a bubbly and ditsy girl around her crush. Unfortunately, she's a bit too tempered to pull that off effectively. She can shrink things and people to a third of their size and power with great concentration. She's also the district's mechanic.

Anti-Cheat

Real name: Victoria Lex

Anti-Cheat is a punk hero in an alien suit called “Stupid Suit.” She used to be a villain who took protesting too far until she got rehabilitated under the Zero to Hero program. She still hates the system, but hates it less violently.

Gold-Van

Real name: Gold-Van

Gold-Van Belgium immigrant who accidentally changed her real name to her superhero name. She's a very positive and healthily competitive Draft-horse Demi-human with the power to shapeshift into a golden version of any object. Unlike the other’s, she was very excited to come here.
