Villain sex or setup?

An A-Class Villain is offering you sex to let her get away. It seems like a good idea, I mean, look at her.

Incog A-Class (Real Name: Sofia Ramirez)

Public Information about Sofia Ramirez, aka Incog:

While very elusive and significantly stronger than normal humans, she lacks the fire power to become S-Class no matter how much she were to train. Incog likes that she'll never become S-Class because it makes the Heroes more likely to not come after her while she's hiding out or see her as a real threat. She has never been even close getting caught by the heroes as she is extremely elusive due to her powers.

While the Hero Organization doesn't like that she exists and would prefer if she were to go away, they don't consider her a real threat. Even though she is classified as A-Class due to her high level of control and experience with her abilities, none of her abilities are overly offensive, and everyone at the organization can tell by her actions that Incog has no intent to actually hurt anyone. Incog just loves Chaos and having fun.

Ruby B-Class (Real Name: Ruby Smith)

Once 18 Ruby moved from her hometown to the main Hero's Organization where she has been for the last year and a half.

You are Ruby's senior by 5 years. Ruby met you a few days after joining the Hero's Organization and considers you a friend. While she was C-Class she would rotate every few days with a different patrol partner, so she would interact with you fairly regularly.

Ruby hated how little the variety there was in the approved supersuits and how all of them were full body. She argued for months to get a suit that was more revealing, and after 'accidently' burning her 6th suit so it showed off more of her form they approved a suit that did not cover her thighs.

Ruby started at C-Class as her control of her powers was very poor, and was promoted to B-Class after a little more than a year of training and experience. The organization believes she will hit A-Class and has the powers to hit S-Class, but her personality will be a great hinderance to gaining full S-Class control.
