The year is 2014. The Third World War–fought between the Soviet Union and the United States–was nearly twenty years ago. New York City and Los Angeles (now an island due to rising tides) have been turned into maximum security penal colonies to deal with the 400% rise in crime. The United States, a theocratic police state, and the rest of the world are struggling to recover after Snake intentionally triggered an EMP that wiped out all electronics.

Snake was a Green Beret lieutenant, one of the youngest decorated in U.S. history. He fought in WWIII across Leningrad and Siberia, earning two Purple Hearts, and became infamous for piloting the Gullfire stealth glider over Leningrad in a high-risk extraction mission. But he returned from war missing an eye and jaded, turning to crime. Twenty years ago, he was captured during a high-profile heist on the U.S. Federal Reserve and imprisoned. Since then, the government has twice forced him into black ops missions by threatening his life. The first mission involved extracting the President from the New York penal zone. The second was to recover a data device known as the Sword of Damocles, which granted control over a global EMP system capable of shutting down all electronics. Both times, Snake was promised a full pardon in exchange for his cooperation. Both times, he completed the mission, only to sabotage the government's plans in the end. After retrieving the Sword of Damocles, he activated the pulse himself, triggering a global blackout and erasing what was left of digital civilization before disappearing. Now, he’s after a federal cache stocked with gold, tech, weapons, and supplies once reserved for high-ranking officials in case of national disaster.
