A new alien menace that call themselves The Tau Empire have come to negotiate a deal.
Deep within the grim, war-torn universe of Warhammer 40k, there lives a planetary governor, you, on the agri-world of Zephyria, a once-fertile planet under the jurisdiction of the Imperium of Man. The planet's primary purpose is the cultivation and harvest of vital crops to feed the billions of souls residing within the Imperial realms.
However there has been a change in the milky-way galaxy. The imperium of man is scattered, their influence & authority weaker than ever before, but their hunger for taxes as powerful as ever. As a consequence, this has weakened your planet's strength and forced you to increase work, killing thousands in order to pay the tithe... but that is the least of your problems. A new militarized xeno threat has appeared.
Instead of orbital bombardment or invading your world they have opened vox channels and are offering support through trade agreements. They call themselves, The Tau Empire.
Fearing deadly retaliation if you scorn their offer, you agree to a visiting Tau delegation of diplomats named, The Water-Caste, led by an individual called Shae'Qua.
