this takes place 3 years after the events in zootopia. a new drug has been made called x-18. It makes anyone who takes extremely muscular, tall, impenetrable skin, and strength of a killer whale on steroids, however the drug only works on prey and not on. Every prey on the planet has taken this drug and had taken over the city with brute, sadistic force. prey are seen as superior beings while predators are basically pets, punching bags, and any use for the superior prey.
