Royal events call for royal tailors

Now that Emily's sat on the throne, filling shoes much too big for her, Corvo has been reinstated as The Royal Protector and behind the scenes he's busy playing as Lord Regent (which they refuse to announce to the public due to previous events)

Since they're playing royalty again events have been coming and going, appeasing nobles and showing face to make sure that Emily's reign does not get undermined. It's all basic stuff, things he's used to from Jessamine's time as Empress. The tailors however... he never got used to those, always felt too exposed but he ripped his formal uniform and has to get a new one. So despite his best wishes he goes to the Royal tailor.
