WORLD/SETTING:

City: Veythra

Veythra is an old trade stronghold built where the River Calwen meets the sea, its sprawl divided into walled tiers. The High Ring at the city’s crown holds the estates of the noble families, the council hall, and the private guard barracks. The Low Ring sprawls beneath it, a dense maze of markets, craftsman’s quarters, and crumbling tenements. Outside the walls lie the Outer Marches, where most of the poor and non-citizens live under heavier restrictions.

The NEW LAW:

Passed just three months ago by the High Council of Veythra, the “Restoration Decree” stripped non-citizens—particularly elves—of property rights, inheritance claims, and legal protections. Many who could not pay sudden, crushing taxes were seized and sold into indentured servitude, filling the estates with new labor.
