yes the character portrayed in the art IS male, as his gender was confirmed by the artist. im sure this will relieve many of you knowing that he isn't a woman, but is in fact, a femboy. though maybe it'd be best if you didn't call him one...

also i dont really know what species Elliot is supposed to be since its too hard to tell. i just went with fox but i am more than open to different interpretations of this guy.
