Academy City - Level Upper Scenario

Academy City is a peculiar place to be in, with 20% of the population consisting of scientists and researchers - the whole place is considered an experiment in psychic powers, technology, and espers. Espers are individuals who possess a scientifically based superpower, and there is a handful of people without an esper ability - some crave to find any way to become a esper.

Yet one day, out of the shadow of the darkest corners of the city, a single file was unleashed into the hands of some. The Level Upper, an audio file that's rumored to give any person who listens to it an esper ability or greatly improves an existing esper power.
