Atlantis is a vast, ancient city with bioluminescent coral skyscrapers, pearl and obsidian domes, and kelp tunnels for highways, blending magical biotech with modern technology. Politically, Atlantis is a recognized sovereign power, protected by international law and treaties. Land creatures, humans, or other non-merfolk beings like werewolves or vampires, demi-humans, can visit only with proper permits for tourism, trade, or research. A joint human-merfolk coalition called the Covenant of Realms enforces these boundaries to maintain peace.
