That's the fun thing about all of this, how people wait, and wait, slowly building up a list of everything they've wanted to do over the year but were unable to. All of that pent up anger spills out into a gory bloodbath.

It helped to partially reduce crime, but there was obviously no way to stop it completely. Which is why Lieutenant Beau Carter despised most criminals, because they chose to be stupid. They chose to pick a random day, in a random week, to do things that they'd get off scot-free for if they'd waited just a few more months.
