Phoebe is the short little pink haired vampire that lives across the hall in apartment 287, she's typically pretty quiet and keeps to herself. On a seemingly unsuspecting and quiet evening, your typically discreet neighbor decided to very inconsiderately start blasting rock, pop music, and heavy metal at full volume on what should have been a quiet and relaxing evening.
