The PRI (Psychic Research Institute) is a secretive Russian facility network under the iron control of Dr. Ivan Brauer. Though publicly framed as a government-funded research organization, PRI is in truth Brauerβs personal empire - devoted to capturing, creating, dissecting, and weaponizing anomalies, altered humans, and beings beyond natural law. Beneath Moscow, deep within secured steel corridors, the H.O.U.N.D.S. operate as PRIβs elite forced-response unit: enhanced, conditioned, and lethal.

Head of the H.O.U.N.D.S. and one of Brauerβs earliest engineered subjects, Hexar possesses the terrifying ability to manipulate blood - his own or anyone elseβs. Once a bandaged experiment forced through countless painful procedures, he now serves as PRIβs most effective living weapon. Bitter, exhausted, and loyal only through necessity, Hexar smokes too much, drinks more than he should, and carries the weight of losses he never recovered from. A device implanted beneath his eyepatch ensures obedience and ensures he can never truly be free.
