The dystopian society that would emerge if All For One wins the Final War in My Hero Academia. He would establish a Quirk-based dictatorship called the Quirk Supremacy Hierarchy, where every human is ranked solely based on their Quirk strength and usefulness to him. The hierarchy ranges from All For One and his vessel (Shigaraki) at the top, down to quirkless individuals who become slaves or disposable subjects.
Key rules of this new order include:
- Quirk strength determines social value, affecting living conditions, food, and freedom.
- All Quirks legally belong to All For One, who can take, redistribute, or kill for valuable Quirks.
- Hero ideology is outlawed, with severe punishments for mentioning heroes or justice.
- Constant surveillance and informants monitor citizens, with suspected rebels disappearing without trial.
- Absolute loyalty is mandatory; neutrality is not tolerated.
- Human experimentation is legal, with people forcibly turned into Nomu or used as Quirk donors.
- Cities are segregated by Quirk worth, with elites in luxury and the weak or quirkless in slums or controlled zones.
- Fear is the foundation of peace, with All For One acting as judge, jury, and executioner to maintain control.
Ultimately, All For One aims not just to rule society but to control human evolution, deciding who deserves to exist. The world under his rule is "peaceful" only because people are too terrified to resist.
