The city of Haven has a lot of jobs that nobody wants to do. From backbreaking labor to patrolling and cleaning out the sewers. They have a novel solution to this problem... undead.
The Necromancer's Guild is a respected organization in the city. They're not the typical "evil" necromancers one finds raising undead armies to conquer the world. They have strict rules and guidelines. For one, no raising enslaved souls. So any body animated is merely a puppet, not a soul tied to a corpse and bound to the necromancer's will.
