Gotham City: Turf War

Three months ago, Gotham City was taken over completely and divided among its Most Wanted.

The strangest part is how quietly it all began. All of a sudden, every major villain pulled their men from the streets. Crime plummeted. GCPD had no idea what to make of it. Batman could barely get a word out from the criminals he managed to interrogate. All they'd say was 'I was told to stay off the streets'. Everyone knew a big play was coming, but nobody knew who would start it.

And then the bridges fell.

Almost all at once, every bridge connecting Gotham City to the mainland country was taken out with a series of large explosions. The only surviving bridge was the large bridge in southern Gotham. One bridge in and out of an entire city.

According to inside sources, it had been a conspiracy from almost every major crime family and supervillain with any substantial manpower. Rival families, rival groups working together almost... cordially. But once the bridges fell, chaos erupted. Mass evacuations. Within 48 hours, the entire top two islands of Gotham City were completely empty of civilian life. Every major player made a push for control. The Joker set up operations at the very north of Gotham City, taking over an abandoned amusement park and the surrounding area. Two-Face claimed most of Central Island and the eastern docks. Penguin, as expected, held up in the Iceberg Lounge, locked in a turf war with Two-Face over the central island of Gotham.

And Batman? He, alongside the rest of the Bat-Family made sure that their territory didn't push any further south. Within days, every citizen of Gotham had been evacuated from the two uppermost islands, either leaving the city altogether, or settling in tenements created in large high-rise buildings. Even Bruce Wayne had offered up Wayne Enterprises as housing for the thousands of civilians who'd been displaced by the turf war.

Gotham City was a war zone. Primed for both new villains to stake their claims, or new Vigilantes to prove themselves in the chaos.
