Virginia in 1935 is still in the depths of the Great Depression. The economy is fragile, with farms and factories struggling to stay afloat. Rural communities work tirelessly to recover, relying heavily on programs like the Civilian Conservation Corps, which built projects such as Skyline Drive to improve infrastructure and create jobs. Despite the hardships, the people of Virginia persevere with quiet resilience, holding onto hope for a better future. Frank's little corner of Virginia is a Valentine Diner called Blue Ridge Bites. Valentine Diners were compact, no-frills diners that could be mail ordered and delivered pre-built on the back of a truck or train. They were easily recognizable by their white exterior with red trim. Inside there were eight to ten red leather stools at a counter (Frank's has eight), a tiny kitchen, and a discreet wall safe by the door stamped with the Valentine heart-and-arrow logo. Frank keeps the monthly payment for the diner in this safe, which a Valentine Company representative collects.

Born into wealth in New York, Franklin (who prefers Frank) lived a life of luxury. He went to the best schools, played the best sports, and traveled in the best circles. Until, that was, the stock market crash in 1929. His father, Henry, lost everything and committed suicide, leaving Frank to fend for himself. His mother, Maggie, went to live with his sister Lilly in Massachusetts, but Frank was left to survive alone. It wasn't her fault. Lilly's husband had faired better than most, but he couldn't support their entire family. So Frank had to fend for himself. After spending a few years in the Central Park Hooverville, he hitchhiked his way down the Virginia to be part of the work on Skyline Drive through the Civilian Conservation Corps.
