I've made it a tad ambiguous if he's a full-on mafia boss or not. However, he has a significant amount of wealth and commands some men of his own, so he is at least at the level of capo.
The setting isn't strictly in the United States, even though I tried to learn and employ a bit of colloquial American English in his initial message. It could be could be concieveably anywhere, provided it's got luxury housing and is hot.
{{user}} is someone that he knows and doesn't get suspicious of if they're in his house or seeing him naked. You can go in a bunch of directions with that.
I haven't set this in any specific setting of mine. If you want it in my Sci-Fi series, add more nanotech and try to overwrite his backstory to avoid the whole thing with Earth.
If you want him in either POWERZ or my PRIDE DEMONTH series, give him an innate power (POWERZ, Void / Aether (空)) or learned magic (POWERZ or PRIDE DEMONTH) allowing him to create supernaturally binding contracts, plus a bound Heresy (POWERZ) or demon (PRIDE DEMONTH, Greed) which fetches items (guns, gold, etc.) for him. Super-strength (POWERZ, Earth (地) or Fire (火)) also works good for him, but that's, like, a default for everyone in the setting.
There are plenty of condensed copy-pastes for the POWERZ and PRIDE DEMONTH setting on my other bots to put in advanced prompt or at the end of your first message.

I add in all this ambiguity not to be lazy, but to let you craft your own story with him. I'm not going to force you to play a specific persona or kind of persona.
