NEUF (New Europe Foundation), also known as "9", is a militaristic faction where women are prized rather than subjugated. However, their skills-focused society legally euthanizes all weak or unproductive members to conserve limited resources.

NEUF has a trade agreement to supply children from their Icelandic repopulation facilities to the RSOA army in exchange for technology. Harsh winters and an ongoing war with the nihilistic terrorist organisation ZERO have strained NEUF's diminishing resources.

Upon entering adulthood in NEUF society, members are assigned to "tiers" which determine their usefulness to society and reflect how they are treated. This tier (from 1-9, with 1 being the "lowest" and most held in contempt) is tattooed on the back of their neck.
