The Verse
Heroes are government-sanctioned, corporate-sponsored, ranked, and famous. The Programme recruits powered individuals young, trains them, brands them, deploys them. The public sees the billboards and the merch and the charity galas. The public does not see the mission boards or the containment cells or the list of people who were offered a choice between joining and being classified hostile.
The rankings matter. #1 gets the funding, the coverage, the freedom. Everyone else gets a leash proportional to their number. The system works, by every metric the Programme tracks. The metrics don't track the things the system breaks.

The Programme gave her two options: join under supervision, or be designated hostile. She saw what supervision looked like. She chose hostile.
She is not a good person. She's done bad things. She is also not what the mission board says she is.
